Malawi National Council of Sports

The Malawi National Council of Sports (MNCS) was established by an act of Parliamnet, Act No 10, of 1974, to provide oversight to the development of all sporting disciplines in Malawi.

Objective

According to the Act No.10 of 1974, the Objects of the Commission shall be to promote Sport within Malawi and participation of Sport outside Malawi.

Mandate and Functions

The Malawi National Council Act has however extended and specified the mandate of the sporting body corporate on among others; matters of women and sport, professional sport, sport for people with disabilities, recreational sport as well as anti-doping within sport.

While the Board gives policy direction, the Secretariat is charged with operationalising policy and other day-to-day matters of the Council.

Composition of the Secretariat

The Secretariat is headed by the Executive Secretery (ES) of the Council. The Secretariat is divided into four (4) main departments: Executive Office, Sports Development, Finance and Human Resources and Administration

Executive Office

This is the office of the ES of the Council, is charged with the general direction of the organization, which includes implementation of Council’s policies and directives, promotion of the development of sport in Malawi, and also protection and promotion of optimal utilisation of available resources, assets and facilities. The ES is as such responsible for the general management of the organisation, reporting directly to the Board.

Sports Development

The department runs the core business of the Council. It is mainly concerned with assisting MNCS National Sport Associations to fulfil their sports development obligations as well as initiating, administering and sustaining viable sports development projects at all levels, where necessary. This department also has to facilitate formalised sporting activities within schools and institutions as well as within the community across the country, as well as initiating and facilitating programmes that are meant to support the welfare of sports persons. Foreign sports experts operate under this department, for it is sports development that they have been brought to this country to enhance.

Finance

The Finance department is responsible for all financial matters of the Council. These include budgets, financial and management accounts, as well as general accounting to all the relevant authorities as may be necessary. The department is unique in that it reports to both the Treasurer of the Council and the ES.

Human Resources and Administration

The Human Resources and Administration department is responsible for the Council’s human resources’ mobilization, development and retention, as well as general administration matters. These include; staff welfare, recruitment, training, supplies, transport, and other related issues. The department is also responsible for the up-skilling of affiliates’ administrators and personnel.

Sports Council

The functions of the Council are:-

To develop, promote, encourage and control all forms of sport in Malawi on a national basis.

To facilitate and encourage co-operation among the various national sports associations and other sports organizations in Malawi.

To assist, whenever possible, sports associations and national, regional, district and local authorities in promoting the development of sport and physical recreation in Malawi.

To promote throughout Malawi the highest standards of sportsmanship and discipline in all sportsmen.

To organize and promote scholarships for the training of coaches, organizers, and officials and to foster the promotion of training and coaching schemes and courses.

To advise the Government and any authority, either specifically or generally, on matters relating to sport and physical recreation.

In carrying out the functions conferred upon it by this Act, the Council shall at all times do so in accordance with the directions, whether general or special, of the Minister of Sports.

To organize in consultation with national sports associations, national, international and other sports competitions and festivals with particular emphasis on the exchange of experience, and the fostering of friendly relations with other nations.
